I worked in Italy as a foreign teacher for approximately 10 years and had to pay the Italian income and social security taxes during the whole period.
However, foreign teachers and students who work in the United States are EXEMPT from paying our social security tax (FCIA Tax). This exemption is despite our International Social Security Agreements and the fact that most foreign teachers and students return to their home country.
With all due respect, for some reason our Honorable Congresspersons still CANNOT figure out why our Social Security Administration is going bankrupt.
